Friends Matthew Millard, 18, and Jake Rugman, 17, - who were both from Charfield near Wotton - died in a single-vehicle collision two weeks ago.
Their red Volkswagen left the Tait's Hill road shortly after 11pm.
Emergency services were called but the pair were pronounced dead at the scene.
A woman in her 20s, who was also in the car, suffered injuries in the collision.
A GoFundMe page has been launched by their friends to create a memorial for the boys which has so far raised over £7,000.
