FOOTPATHS worst affected by lazy dog-owners have been named and shamed by in an unusual step aimed at encouraging owners to clear up after their pets.

Stroud District Council has highlighted areas in the district that are badly affected by dog fouling to try to make irresponsible dog owners who do not clear up after their dog has fouled to mend their ways.

The problem areas include Marchesi Walk in Wotton-under-Edge and Lynch Road and Hillcrest in Berkeley.

Council animal welfare officer Lesley Swain and dog warden Alex Davie are concerned at the considerable number of dog owners that are not clearing up after their dogs - making it unpleasant and causing a risk to other members of the community.

Mrs Swain said dog mess is unpleasant and poses a health risk.

"Workmen keeping amenity areas and grass verges tidy do not appreciate coming into contact with dog faeces when mowing, or strimming," she added. "Obviously it is also very unpleasant for anyone unfortunate enough to step in it."

The Dogs (Fouling of Land) Act 1996 makes it an offence if owners do not clear up after their dogs have fouled. To reinforce the message, the Council has taken the unusual step of highlighting a few of the worst areas:

The problem sites are being patrolled and the council has said it will not hesitate to prosecute offenders - who will face fines up to £1000.

Mr Davies said there is no excuse for lazy owners not to carry a poop-scoop or plastic bag when taking their dogs out.

He added: "Although not legally bound, the council has provided some 280 dog waste bins across the district to aid owners in disposing of dog faeces hygienically."

Councilabinet member for the environment Cllr Dorcas Binns said dog faeces can be dangerous to humans.

"There are several diseases that can be contracted by children and adults from dog faeces, notably toxocariasis," she added. "This can cause intestinal disorders and leads to partial or worst of all total blindness in at least 30 children each year."

The council is appealing for information - confidentially - regarding offending owners. People should contact Lesley Swain on 01453 754491 or Alex Davies on 01453 754497 or email environmental.health@stroud.gov.uk
