THE planning system is becoming increasingly unfair, rigged in favour of unauthorised traveller encampments and illegal developments, claims Chris Butt, the Conservative's prospective parliamentary candidate for Northavon.
He said the problem was highlighted by a landowner in Westerleigh, who was refused planning permission to build homes on his one-acre plot by South Gloucestershire Council and was subsequently offered money by travellers to sell the land to them.
"This case is one that is being replicated up and down the country," Mr Butt said. "The landowner has a dilemma. He can't sell the land for the development of affordable homes so might have to accept an offer from the travellers.
"He is a local and doesn't want to accept this offer because it will upset friends and family, but he is being forced into a corner by the lack of vision shown by the council and the weak powers that councils have to deal with illegal sites."
Mr Butt condemned the government for funding a legal help line for travellers, giving advice on how to avoid eviction from illegal encampments. At the same time, legal aid for home-owners was being cut.
"Human rights' laws are preventing illegal traveller camps and unauthorised developments being removed, while planning fees for authorised home extensions and new homes are going through the roof," Mr Butt added.
"Once again the balance that is vital for a successful community to exist has tipped the wrong way. The forgotten majority who pay taxes, abide by the planning rules and carry on within the law are losing out. It is the system that is at fault."
